CENTRAL JERSEY
The building is named for William J. Neylan Sr. who was the Business Representative of Local 31 for 15 years and Sam F. Secretario who has been the Training Director since 1968.
The 9000 square foot state-of-the-art facility was built in 1986 and formerly served as the apprentice training center for Locals 31 and 781. The school is currently dormant as an apprentice training center but has recently been used for journeyman skill enhancement and OSHA 30 Safety Training.
The Training Director is Sam Secretario who is credited with being the first Training Director in New Jersey to implement the Performance Evaluated Training System (PETS)
created by the United Brotherhood of Carpenters Training Department.
